What is it about?

Videos need an audio description or a full-text alternative if they convey important information that is not already provided through the audio track.

The criterion states that a full-text alternative is also sufficient. However, there is another success criterion at Level AA that always requires an audio description. Since WCAG Level AA is the legally required level, this criterion is effectively overridden.
